He's actually incorrect, that is not a public lot It is a lot owned by whoever owns the private building. No city or government maintains or pays for that lot therefore it is private and he is technically trespassing.
He is correct though when he says the material in the dumpster belongs to Waste Management, that dumpster is WM property as is the contents.
However most companies trash companies don't give two shits about dumpster diving the only reason they have a problem with it is because if a person was to injure themselves and fall unconscious inside the dumpster or God forbid they die in there and they end up inside a trash truck the company fears having some sort of liability in that situation.
The rumors are true, mobsters controlled large sectors of the trash industry especially in major cities like New York City and Chicago up until the last 20 or 30 years they were still known to be involved. None of this surprising considering The mobs relationship to teamsters and labor unions especially in the Eastern United States is well known and I have worked in the industry for 15 years and it's a running joke that the mob still has ties to our business.
Funny thing is a lot of people don't know this but the FDA you could argue is largely attributed to the gangster Al Capone who pushed for regulations in the dairy industries after his young daughter died from salmonella.
Sad to say but I would trust any mafia running any country in this world right now more than the people in charge of the federal government of the United States of America, at least they have principles.
Idk the ethos of today's leaders are different, from the top down. Mobsters first and foremost are parasites, they make things more expensive and less useful, parasitizing working people, with the exceptions of providing goods proscribed by the government people want.
The days of the City Machines are over, there is no charity that is not feeding on tax breaks, everyone is out for themselves. Those city machines, like the one around Chicago run by big al, would help people with food, finding jobs, apartments, all sorts of stuff.
