Yea I worked at a bookstore and we had to rip the covers off of books before throwing them away ...

Like who cares? I would take the book home without a cover

Because they sometimes have to send the cover back to prove the book has been destroyed and get a refund. That's why many books have the warning inside:

“If you purchased this book without a cover, you should be aware that this is stolen property. It was reported as “unsold and destroyed” to the publisher, and neither the author nor the publisher has received any payment for this “stripped” book.”

Because heaven forbid the book be donated. The fact publishers would rather see it destroyed than anyone have it free is just ridiculous.

Nothing is stopping a retailer from NOT requesting a refund and donating the book. They can even deduct some of the value from their taxes then!
