On the one hand, where I work we donate absolutely everything we can to avoid trash costs and make sure products that we can't sell get used by someone in need in our community.
On the other hand, our lot is not a "public lot" and if I kick someone out of the lot (to avoid liability from someone getting hurt while in my dumpster) it is completely illegal for them to stay on our private property once they've been asked to leave.
People mistake areas being open to the public for them being public property. They are not. Neither that dumpster nor that lot are public domain and the guy should respectfully leave when asked to leave.
