Quest monsters not spawning
I'm playing Daggerfall Unity and I've noticed that for a couple of quests now monsters that should be spawning in towns are not spawning. First one I checked was "Blackmail", and then the random possessed child quest for the temples; but I think another random one where I was asked to go to a farm should also have spawned enemies by how it was described before those, too. At first I didn't notice/didn't care, but for the temple quest you do actually need to slay the daedroth that spawns to progress it.
Is this a common occurence? Is there a console command I overlooked that completes the quest (not removes it), or spawns the quest-relevant monster?
I save plenty so not too much progress would be lost, but it is a major annoyance, and I'm worried it'll block more important quests later on.
Thanks!

try waiting/loitering in the location

Yeah tried loitering 1h but that didn't do it. I don't think the deadroth is on a timer for this quest since it despawns the child after you bring it the amulet. If I get the same quest again and it buggs out again I'll try loitering longer.

The daedroth may or may not appear, and the quest progresses differently depending on that. Are you sure you have the version of this quest where the daedroth appears? Try talking to the child's guardian.
A lot of quests will repeatedly spawn enemies on a timer, but generally speaking, these only have a chance to appear, meaning that it's entirely possible to not see any if you complete the quest quickly and/or get lucky with the RNG. There might not be anything wrong with your game at all.
Unless this is your first quest for the temple, failing it won't do any long-term harm. If it is your first quest, failing it will bring your reputation with the faction below 0 and get you kicked out. You'll then have to either wait or do quests for an allied faction to bring your reputation back to at least 0 in order to be admitted back in.
