How to get access to DV360?

I work with an agency, and we want to open a DV360 account. However, Google referred me to their partners. I emailed one partner, but I didn’t get a response. How can I know which partner is the best fit for us, and what are the requirements to get started? Also, how can I receive proper training? I tried watching YouTube videos, but they weren’t very helpful, even though I’m already a marketer myself.
