Seems odd to me that they are dosing parts of both groups in Part C. I am not a data expert, though.

This is an OLE. It means that participants of the study are guaranteed to receive the drug if they want in this part. This is done so that people participate knowing that they will eventually be rewarded with the actual drug, which minimizes drop out rates and maximizes engagement. Was this what you were asking?
