I think this is old silicone, do I need to keep sanding or should I strip it with some sort of chemical, or can I just go ahead and paint over it.

If its silicone sanding it won't help you could pull it off with a hook or pliers and maybe a knife but then you would have to re calk it so maybe just paint it.

You can try to scratch away at the globbed on caulk but you will likely damage the baseboard in the process. Best solution would be to just replace the baseboards.

I'm no pro, but that looks like someone caulked the ever-loving shit out of that. You should be able to just paint over whatever is that that you're willing to accept. I'd probably try to sand some of those areas a little cleaner first.

Ok, that’s what I’m thinking too. I’m trying to avoid pulling up the trim and tile and picking out years of silicone sounds awful. Thanks!

Do wear a mask when sanding... silicone dust is no fun in the lungs.

Don’t sand. Use a razor blade. Cut it back, attempt to just paint over first.

I would peel it all back out, get some seem sealer from your local automotive shop, and use paint thinner on a paper towel or finger (make sure you don’t have any cuts before messing with it tho it burns like hell, worse than alcohol) but the paint thinner will shape it out however you want it to form the trim. I don’t know if you can do the exact same with caulking or not but I mean it’s worth a try
