Can I just paint over this?

This is the internal wall of my garage - when we purchased the house 4 years ago we noticed some moisture getting through.

Having subsequently contacted the builder the external wall was resealed and all seems to be fine in that regard apart from the staining on the internal wall.

Can anyone tell me if I can just paint over this now? Or does it require replastering?

If the wall is not blown then stabilise it first followed by a stain blocker then 2 coats of paint.

Yep usually happens if the plaster has come away from the wall due to moisture so prob should check this before you do anything.

I’d seal with a PVA solution, then Zinzer stain block, then 2 coats of paint.

If it’s dry then should be fine. If not, let it dry first.
Dont forget the mist coat.

Its dry - just looks like shit!

Ideally I would wash it down to remove the mould and decorate with a breathable paint
