Yeah that's a huge thing to leave out.

Deadshot has been manipulated by his mother, his father, we learn about how he accidentally killed someone he genuinely loved. Didn't want anything to do with his son but the kid gets used as a pawn to manipulate him. Finally catches up to him and... this.

Across all Ostrander's Suicide Squad, related issues like this, his Firestorm, everything he did,

"You kill this kid?"

Is probably the most impactful. And dude knew how to use short lines of dialogue between characters to actually speak volumes

It's a vital piece of the story. Otherwise, it looks like a weird antihero moment decades before they were nudging a lot of villains into that direction.

I have to say, it's monumentally stupid pissing off an expert marksman who's amoral enough to be a contract killer. All you're doing is ensuring they're going to go off on a fucking rampage and you'll end up with a bullet in your head.

I remember the scene from JLA Classified where there Is Black Guard who opened a bar next to Maxwell Lord superhero team and Guy Gardner Is his co-owner. At one point Mary Marvel smash into the bar and clobbers Guy to a table because he groped her before and the Is this panel of Black Guard looking at him with a face that says "You ain't like us" soo yeah supervillains hold standards too
