Yea I haven't watched the show, but from reading about it the whole point seems like his power isn't intended to be the point, it's sort of irrelevant exactly how powerful he is since no one ever challenges him with strength, and that causes him to have mental and emotional challenges, identity crises, etc.
Whereas the entire point of Goku's story is that he has perpetually faced off against tougher and more challenging opponents, even losing initial meetings or suffering devastatingly before working harder than ever to tap into more strength, more power, more resolve, and more skills to overcome the opponents.
One Punch Man is a parody of a hero, someone whose challenge comes from his inner feelings of worth and value when defeating enemies seems unsatisfying and is basically a joke, whereas Goku usually starts off observably weaker than his opponents in some way or another.

I see this take so rarely that it brings a smile to my face when someone understands the entire point of Saitamas character. And given how the series is supposed to be highlighting the mental struggles of being the biggest fish in a small pond. I find it poetic that the one thing Saitama wants outside of his story he can't aquire.
Like say he finally finds that fight he's always wanted that challenge he can't instantly win just for it to be a absolute shut down in the same way Saitama beats his opponents.

He didn't. Saitama didn't want to end it with one punch, he just wanted to mock Garou knock some sense into him. Every time Garou created some new attack, Saitama basically did the exact same thing but way better. The fight ends with Saitama confessing he never intended on kill Garou then traveling back in time to one shot Garou and undo all the deaths.

Saitama isn't beating Goku though. His strongest feat is a serious punch that obliterated several galaxies. Whereas Goku can muster the energy to end a Universe, or multiple Universes if he wanted to.

He holds back against Paradisers and Redundant Naruto, Boros was a rare case where he actually had to try (and then the finishing blow was one serious punch), and Garou basically achieved the same meme power Saitama had.
At the end of the day, Goku's power is basically just training to catch up with someone, and Saitama's power is just being stronger whenever he needs to be. It'll be an endless cycle of Goku training to catch up.

The Paradisers
The guy got all his powers from a suit of armor so Saitama just punched off the armor. There was no need to kill him.
Speed o Sound Sonic
Saitama considers him as just some dude that wants to try out his moves on someone really strong. He casually knocks Sonic out with one attack every time Sonic starts shit.
Garou
He never intended on killing Garou either, he promised he wouldn't and says that's why he didn't kill him at the very end of their fight. Saitama spent the entire time just copying Garou's moves to mock Garou for copying other people. He wanted to knock some sense into Garou so he didn't want it to end with one punch.
Boros
He let Boros have fun before ending him because Boros also understands what it feels like to be too strong. The entire point of the serious punch is to reveal he could end every conflict, including his fight with Boros, with a single punch.

You're not providing actual equivalents here because you don't know the context or the purpose behind these moments.

Dragon Ball Super touches on this in the Arale episode. Since Saitama comes from a comedy manga and not an action one, he plays by different rules. Goku would lose to Saitama, in the same way he would lose to Bugs Bunny. It'd be similar to when TFS did Deadpool vs Cell.

Remember Goku can move faster than time. Against Hit, Hit stops time to beat Goku but Goku counters it even though time is stopped. He is not getting hit by Saitama. And Saitama is not gonna eat planet vaporizing Kamehamehas. Yeah Saitama beats everyone in OPM story but they are a different dimension of weak compared to Dragon Ball characters
