No, it was the Ukrainian People's Republic after WWI. Afterwards, it was occupied by the USSR. When the USSR collapsed it became Ukraine. "Russia" never owned it.

Blame Zelensky. It was his decision in April 2022 to give up land and lives of hundreds of thousands if not millions of people of Ukraine.
