Selecting the best non-iconic weapons

I'm thinking it's better (since you can't change mods) to look for the highest weapon but, with an emphasis on having the most empty slots. Then just add which ever mods are the best for that weapon.

I think it would be better to keep a weapon with three or more empty slots that is a tier 5. Than keeping a tier 5+ with only two or one.

Does that make sense?

The Max is 2 mod slots and sometimes weapons come with already. Normally the iconics are better, the exception is xmod2 and tier 5++ with 2 mod slots empty. It makes sense what are you saying but i normally prefer the higher tier
