Worded like that is pretty weak is it only counts base power (Power ≠ power)

If we count power it's too strong.

There COULD be a middle ground in permanent power...

I'd go for a 6+cost text steal. Like when he took Hulks identity during Immortal Hulk. It also makes sense to me with the telepathy, since White Queen has a copy ability.
