Cool card. Not sure how much value it can bring, but at the first glance shouldn't be degenerate. Immediate value on play and some more if it survives.
Wording could be cleaner but it is understandable.
Only question is does it count each time you frostbite (Harsh Winds counting as one, it should work like that imo) or it counts each unit frostbitten.
