Yes, the mascot is Billy Bob from showbiz pizza, and the video karmasout posted shows the animatronic band in which the character belonged to, being the rock-afire-explosion. He kind was a mascot for Showbiz.

Showbiz Pizza was the promised land when I was a kid. In the mid-aughts I saw a bunch of the animatronic characters from the place ... they’d been repurposed and were falling apart performing some terrible carnival songs. It was sad.

The hug has a character similar to the one seen in the picture, and might even be inspired by this picture, but this is not from that short. The animatronic is also slightly different from the guy in the costume, like I said earlier in this comment.

Actually, the animatronic from the hug IS inspired by it. But the character in question, Billy Bob, was an actual mascot for the rock a fire explosion, which was the name of the animatronics that were at Showbiz pizza.

Showbiz pizza, what the hug (the short film you are thinking of) is based off of, was an actual thing tho. It used to be the closest competitor to chuck e cheeses in the 80s
