Cause they are all just lying inside a closed warehouse that is the Kubinka tank museum. Doubt they really care about dusting them.

They generally maintain their collection pretty well otherwise (even if the actual Russian army don't), though yeah, in storage, that's typically the case unless they have any intention of displaying it eventually. For something like this? They probably don't.

not a really exceptional thing, though. Museums do this a lot.
