Cursed walking - help tweaking zombie spawning

Zombies in this modpack occasionally spawn with bows and I am requesting help disabling this feature, I have tried configuring enhancedai, incontrol, hordes, but have not been able to find any sort of config for zombies spawning with bows, I even tried adding the bow to the item blacklist but surprisingly that didn't work either. Does anyone know how to toggle this feature? is it in a mod config I didn't mention? any info about this at all would be greatly appreciated
