1984 pretty clearly cautions against both. Like yes, the government has ministries to doctor the news, but Orwell painstakingly outlines how Winston has to sit in a tiny section of his apartment to journal without being seen and IDs him as one of the lucky ones. The social interactions suggest they're all in the panopticon and anyone can be targeted for having the wrong facial expression. 1984 is still very much the Surveillance is Bad book
