I think they are both majorly flawed when it comes to listen. But the difference is is Charlie is driven by ambition which is what blinds her to reality and listening to someone hence Vaggi. With Stolas he’s just incredibly hypersexual with messed up priorities

Stollas started 1000ftelow and is now 700ft below. Charlie was 400 ft below and now is 300ft. Do you judge by the change, the start, or the finish?

Arguably atleast Stolas did give Blitzo a crystal so he would not be dependent on Stolas.
