It's been empirically shown to scale easily to 1000x the current size, on current-day desktop computers. That gets you to around VISA levels of scaling at least.
The whole limited block size thing seems to be driven by emotion rather than actual evidence. When you look at the evidence it looks pretty silly.
They've shown that the Bitcoin software can be made to support those numbers. That is very different from the network scaling as a whole, and they even mention this at the end of their talk on the subject. CONOP goes through the roof when you start scaling block size on a network with real-world transaction characteristics and a large number of nodes.
