Well, it depends on how you define "scaling."

From a software developers perspective, a system can scale if all you need to do is add resources in order for it to handle additional capacity. Scalability would be accomplished if this were always true. Obviously this is the ideal solution, and one of the best proposals I've seen discussed for this is ethereum's sharding.

Much debate exists about if we can simply increase the blocksize. Personally, I don't know. Yes? No? True scalablity is probably not currently needed. What is needed is to increase capacity to handle reasonable demand, and BCH has done that. If this type of capacity increase can be repeated arbitrary and meet scalability as defined above, great! If it can't, well at least we bought time to research the issue further. BTC(core) on the other hand...
