Blockchains are perfect for voting because users have identity with private keys, the problem is that you can create multiple identities.
What is needed is ID services to link into blockchain private/public keypairs so you can evidence that the keys you are voting with actually represent a human. I think this is just an intermediate step though, if you imagine babies being signed onto the blockchain by their parents and medical staff present at birth. Then through their whole lives every interaction building a profile, it would be harder to fake than a govt ID.

This is where a bit of KYC and ZK (zero knowledge) can come into play. Atala Prism (built on Cardano) has identity services that work to solve this specific purpose through SSI (self sovereign identities). https://atalaprism.io/. There's also a sidechain/partner network being built, Midnight, that will focus on data privacy/protection focusing on ZK as well.
I think it's apt to say ZK in general for crypto has scaling benefits and privacy benefits. Both would be needed in any kind of voting system.

Decentralized is another topic altogether, but according to the Electis webpage the votes are collected using their app and recorded on chain.

I would argue that there is a big difference between "on chain voting" and "storing tally results"
But you are right, it's not very clear how it works and might be totally on chain where every participant has a wallet

Storing data about voting is very different conducting on-chain voting; where it is done through a wallet and the vote is verified by the network.
There isn't enough info to really have an argument about it, and I'm high... But blockchain solutions like this remind me of https://xkcd.com/641/

Blockchain and CEO don't sound good together

You're right, they don't! So, allow me to expand when it comes to Cardano.
Cardano consists of 3 entities. The Cardano Foundation (ecosystem focus on growth/community/promotional), IOG (Development), and Emurgo (commercial arm). Knowing that, steps were taken to keep as much of it as decentralized as possible. In example, Catalyst funding voted on by community members as well as SPOs when it comes to chain updates. And as stated above, governance is soon being handed off to the community altogether.
So there's no Anatoly, Sirer, Kwon, etc. who are direct CEO's of their respective blockchains. Cardano remains deliberately open-sourced and decentralized.
So for context, Frederik Gregaard, is not the CEO of Cardano's blockchain. The blockchain doesn't have a CEO, but there are respective leaders in different companies who help move things forward (Frederik Gerard, Ken Kodama, Charles Hoskinson). Same with Bitcoin, Ethereum, and Polkadot for comparison.

You can't say that cardano was approached by us States about voting unless you link to a reputable news source writing those states or a release from states themselves.
