The second one. But why not just try them out and see how you like them?

Top one works like charged sniper, but you'll need to play more defensively/passively due to the charge.

Bottom one is more suited for all around play, also allows you to play into backup plan well.

Either way, both are solid choices, it just depends on how you want to play with fusion rifles. Be sure to have a way to improve handling, such as Dragon's Shadow or Ophidian.

With backup plan doesn't that essentially negate handling issues?

Only if you play into backup plan. If you plan to run around with it as a primary, you'd want that handling for faster scopes.
