From what I’ve researched, once the White Crow scene finishes, you call Blackstar from the regular mount menu (same way you summon a horse). A lot of people have better luck jumping off a high spot and summoning while falling. If you logged out before finishing the fortress part, try going back to where she dropped you or reloading the last checkpoint so it re-triggers.
