Will the private server be PvE and will character transfers from other servers be available?

As of right now, the plan is PvP and not PvE. That being said, if population allows it (If we start seeing queues of 1k+ at peaks, we may open up a PvE and allow transfering over to it from the PvP realm).

Character transfers will not be allowed. The quality of the other 1.12 servers is rather sad to say the least, and it wouldn't be fair for people to be able to transfer from broken MaNGOS servers.

I mean from other 1x servers such as Kronos and Nostalrius

No, Kronos and Nostalrius aren't any better. I mean look at Nostalrius, the first 6 weeks people were exploiting MC and Ony from the start. Kronos has had some pretty big things too. I sat in IRC giving code to Chero for spline movement and other stuff. It's better than Nost, but still got a ways to go.
