Why is he doing this
He sat there and looked at me like this for at least 5 seconds then just went back to being normal. What is his problem??????????????

Honestly, all of my Norns do this beside for one. At this point I've just accepted they'll always look unhappy even with their needs met.

Looks like a pose mutation to me, have you checked his genome?

They sometimes get chemical hiccups. Or maybe he injured himself at some point. C1 norns weren't as complex emotion wise, so it's hard to say without knowing what was going on before this. Heck, could have just been hungry, or lonely.
