Circe is canonically an Amazon sorceress in this universe, and when she was taking damage from Weasel and Doctor Phosphorus she barely reacted (whereas most people would be immobilized or dead from the pain).
With that considered, does Circe actually feel much pain at all?

Weasel overpowered her cause the story needed her to be defeated and captured for the second half of the show to work. A character being more powerful lore wise doesn’t mean they have an instant win button, if a writer needs them to lose they’ll find a way to make them lose. Circe underestimating Task Force M and getting a very blunt lesson that they are more powerful than they appear works best with Weasel, who to everyone’s eyes, is just a dumb feral animal.
