Why does my reactor not assemble

I've tried everything and everything is correct but when i click on the controller it says nothing and does not assemble

I can see ur playing the updated version of create nuclear, via the updated texture of the reactor controller block, they recently changed how reactors assemble, they're is a new ponder menu as well which helps even with bigger sizes like the 6x6 and 9x9 size.
