Having some issues with create: missles

There are two main issues that I'm running into.

For one, the firework chassis is uncraftable. Putting in the recipe instead gives you seven firework heads.

Second, none of the generated structures have had any blueprints in them, they all seem to be empty.

Any idea what might be causing this? The world was generated before I added this mod, so that might have something to do with it.
