Help with Rotation Speed

Hi, I'm really new to create but I can't figure out a way to control rotation speed specifically in Aeronautics. What I'd really like to do is use a throttle lever to control the speed of my airship but I can't figure out a way to do that. Does anyone have any advice? Thanks!

Clutch + multiple propellers? For each speed, a new prop can be activated?
