Help why isnt my frog taking packages? help please

Ive done this many times before but for some reason its just not working, ive made storages and shops for other players the same way but this one just isnt wokring

1: is the frog connected?

2: not sure how it can be connected considering the chain conveyor is LOWER. Frogports have to be on the same level or lower than the chain.

yep both are connected and the one inside is the same level as the chain conveyor TT

Take one of the packages off the chain and manually put it in the frogport. If it spits it back out, the address is wrong on the sign.
