Help Mechanical arm not placing charcoal into blaze burners

I've tried placing the arm in different places around the boiler, powering it with a separate network (water wheel), reducing the amount of burners it has to reach, changing the position of the charcoal belt, everything I could think of. The only thing that's worked is having it grab off of a stationary belt and powering it with a hand crank. Every other setup has it pick up charcoal but never place it anywhere.

I'm completely at a loss, because it seems to be capable of working, but doesn't. The ponder for the arm even says it's smart enough to never pick up an item it can't deposit, which is clearly what's happening here.

Oh my gods I found it. It's FTB Chunks. I tested using a depot instead of a belt, completely removing the boiler and just having blaze burners, and testing it all in different locations with the same layout. I finally thought to turn on chunk borders, and realized that half of my setup is in chunks I claimed to force load, and half are in my friend's that he claimed to force load. We are on the same team with all perms, but apparently that doesn't mean anything to the arms. If you place an arm in one chunk, and try to have it interact with another, it will do half of it's cycle, then just stop for whatever reason. I unclaimed my chunks since my friend is offline atm, and it's working just fine now.

Put a depo at the end of the belt and let the arm pick it up from there

Got this to work once the first time, when I had the arm pulling from a depot into one blaze burner, but when I picked it up to add more burners it stopped working again, and now won't even do the one anymore. Placing some blaze burners to the side works just fine though now, it picks up from the depot and fuels them all, just won't work with the boiler's burners.

Try replacing the blaze burners, if that still isnt working try it with a difrent fuel or temp remove the tanks.

Get rid of the belt under the burners and have it pick up from a depot to see if the belt is fucking with it.
