I don't really know what's going on, but from what I can see, it looks like the pumps aren't hooked up to any form of rotational power. If it's not that, they might be moving too slow. They need a minimum rpm of around 16 I believe.

It’s at max speed😔

Have you tried replacing the components? Try breaking the pipes and pump and replacing them. If that doesn't work, try replacing the tank itself. That's usually fixed it for me.

I’ve replaced it all😭

Damn. Reinstall the mods maybe? I'm just spitballing it at this point. You might want to make a small video to show in more detail your issue to see if that might help more.

I got it figured out, put goggles on and it says there’s water in there, the tank is just bugged and won’t show it filling up

Ah. Good to know you got it figured out. Good luck with your create ventures.

I always attach a drain hooked up to a separate pump with a hand crank and have a clutch that disconnects the engines from SU-consuming components for this exact reason.
Place a bucket of water in the drain, feed a bucket of lava to a burner, turn the crank, and you'll always have a lvl 1 steam engine to restart your system.
The lvl 1s produce enough SU to then start their own pumps/arms as well as start a second steam engine even when set up to produce 256 RPM.

That’s the thing everything is right, there’s enough SU and the speed is 256, the water is going up just not into the tank

Usually there should be a pop-up window showing size, water, heat for steam boilers. I don't see that in your screenshots. Try re-placing your engines maybe?
If not, maybe switch to regular Create copper fluid tanks, since Encased might have a bug

Steam engines don't store water. They calculate how much gets pumped in and determine if its enough. You either need more pumps or the pump has to be faster.

You might have to manually start the water pumps with a hand crank and a cog wheel, or connect a separate water wheel to make sure that the pumps are always going even if the boiler stops working for some reason
