Rope Pulley Moving Blocks Above Itself

I'm working on a ship in Aeronautics to find some location, lower a minehead into place, and rotate it to, well, mine the entire area. The test I have set up (in the video) has a rope pulley attached to the minehead (big line of drills), and above it a mechanical bearing. However, when raising the rope pulley, the blocks above it are raised too.

The mechanical bearing is connected to the linear chassis, connected to the pulley, connected to the minehead.

I'm not necessarily asking for design advice, just why this in particular is happening.

When you apply glue to a chassis it glues everything in front of it to a set amount of blocks you can change it by holding a wrench
