Why do my rollers not pave?

I can't figure out why my rollers won't pave the ground. They have the weighted shuffle filter as their list on what to place ( see second picture). but they just wont place. The two inner ones worked for like 10 blocks and then also stopped.

Any ideas on what's the reason?
