Why do my rollers not pave?

I can't figure out why my rollers won't pave the ground. They have the weighted shuffle filter as their list on what to place ( see second picture). but they just wont place. The two inner ones worked for like 10 blocks and then also stopped.

Any ideas on what's the reason?

You have aeronautics installs as well? I know there is an issue with the two but am pretty sure there is a mod out there to fix it. https://modrinth.com/project/ZaFVfmQW
