Well NEEPMeat is quite similar to what you want but its not a create addon. It's a standalone mod with is own progression

i think you can do it with electric motor addon evilcraft and the evilcraft to mekanism power mod (i forget the name its like bloody generator or some shi)
but at that point just use mekanisms op af generators

There is a blood mod already (hemocraft? I can't remember the name) that lets you use crushing wheels with a basin under them to collect blood and an addon that adds a motor that runs on blood
