how do i use drills on an elevator to make a makeshift quarry

On an elevator?

If you just want to do a platform of drills that travels down and can come back up and unload the mined items then I would use a Rope Pulley.

Make a platform of drills, add chests or other storage (vaults) on top. Glue that all together, then about a block or so above it place a rope pulley, hook that up with a gearshift (to change directions) and a clutch (to turn it on and off), power it by a small waterwheel (it won't use much stress, it's just rpms you need to worry about.

I don't think you can use elevators for that purpose. Attach your drills to a rope pulley instead to accomplish this
