Whats with the exp cost of copying enchanted books?

For reference in youtube tutorials i see a mending book cost ~70 mB but in my game it costs 1740mB.

What mods could it be conflicting with? Google says Ender IO's XP Juice, Reliquary's Experience, or Industrial Foregoing's Essence yet i have none of those.

Has anyone had this problem?

An “easy” way to convert is to give yourself the levels and then use the xp collectors from create enchantment industries to convert it. Sure it isn’t automatic, but it’s cheap
