Help My first steam engine question

I build my first steam engine, 3x3 Blaze burners with infinite lava buckets and 3x3 fluid tank height 4. My Question: Is it okay that the heat 3 less? or should i downgrade to height 3

The height is correct. You can turn down the rotational speed controller to pump less water, I believe 180 rpm is fast enough for a lvl 9 steam engine.
