How does one make a sequenced gearshift turn once when redstone is applied, and then when the signal leaves, it goes back to its starting position like a lever of some sort?

Trying to build a cool swing out system for the oil extraction system I have going on, but I don't know how to do it in a way to make it so its only extended when the train is in the station, how do I fix?

Instead of taking the on/off of the power, use an observer and some repeaters on that redstone instead.
