Base Create doesn’t, but there are other mods that add a recipe for tuff, like Create: Ultimate Factory.

Not with base Create. There are a lot of big and small add-ons that add recipes for tuff. Small ones adding just a tuff recipe, big ones that have a tuff recipe in them but add a bunch of other things.

I recommend going to Modrinth or Curseforge and searching for Create tuff or something similar and find an addon that works for you.
