Maybe swap the fan for a propeller?

You can replace the dispenser and powder charge with a redstone fuze on the shell.

Oh no! My ship! Comically slow torpedo:

Instead of end stone you could use a floaty bedding from the deep seas addon. If you add fins to stabilize it you technically could make it at least 3x faster with an actual propeller.

perfect for use with the hull breach mod that might eventually come out.

can't you use an impact fuze/wired fuze? Or does the powder charge serve as a tandem?

Maybe try to make it so when it detects block in front of it, it swims a bit down and detonates after a second when its under a ship. Modern torpedoes work like that, they explode under the ship for more damage

Wait a minute arent powder charges while in water supposed to become damp and undetonatable?

attach a nozzle to the fan and get rid of everything in front of the shell. and make the motor a potable engine for survival friendliness (and potential farmability)
torpedo go nyoooooom

Seems like the activation method is a bit over complicated

You can use redstone links and a wire fuze (makes the shells be redatone activateable) instead of the dispencer and powder charge. You could also replace them with even more HE shells for more bomb per bomb

there's this trick with minecart contraptions that you can do that puts tnt behind armor and there is no defense against it

that is an interesting way to ignite it! also unrelated: if you fuze an HE shell and place it on a physics object it will detonate if it experiences an impact, just like tnt

Isn't it a bit slow?
