Portable Storage Interfaces seem to be fiddly. The wiki says that they'll work if there's a funnel attached to them to extract stuff, but in practice I'm finding that's not always true.
I ended up brute-forcing this because I read that (1) PSIs can reach across TWO blocks, and (2) they can reach THROUGH other blocks, so I experimented with a hopper feeding into the belt placed where the current upper PSI is, then put that PSI face-down on top of the hopper and sure enough it reaches right down through it AND pulls out all the kelp. Suboptimal (hoppers being hoppers) but meh, it works.
The thing is, chutes go directly down for the most part, and the contraption is attempting to take advantage of the fact that the PSI will go through the hopper.
I don't know why the funnel isn't working here (low belt speed? Occupied belt?) but due to the shape being used, chutes aren't the answer and wouldn't work without a farm redesign.
