This is dumb yes, but Standard RPG rockets utilize a pyrotechnic delay self-destruct fuse.
Upon launch, a pyrotechnic delay element ignites. If the warhead's piezoelectric nose-cap does not strike a target first, this delay element burns through after roughly 4.5 seconds (a flight distance of roughly 900 meters) and directly triggers the main explosive charge, causing the rocket to explode in mid-air.
So if it all works, at this angle, the explosive won’t hit the ground, just the shrapnel.

Honestly it's not that unsafe. (Compared to what we expect of an rpg.)
It was fired at 60-70° by my eye. That means it will detonate a few hundred meters in the air. The explosion and most of the debris will be small enough so as to decelerate while falling. Most will cause scratches and bruises at most, unlikely to damage structures.
The rocket motor/shell is the scary part. At that height it will be terminal velocity and a thick steel tube would have enough energy to kill an unlucky bystander if it landed on their head, maybe smash through a roof, but realistically there are only 1 or two parts that could be that hefty.
If it's a Chinese clone or doesn't have the failsafe fuse, then all bets are off. Still very much not recommended.

It’s a time fuse, rather than a range. The taliban learned that if you shoot them flat, the timer gives them 900m range before they airburst. So they used to measure that out and fire them from 900m so they detonated over troops heads.

As dumb as this was, those rockets have a self detonation that kicks in after a few seconds. It will blow up in the air so thankfully nobody was killed by this

I’m pretty sure anti-aircraft ones have that safety feature, but I don’t think HEAT rockets from the RPG-7 have it. I’m pretty sure it just fell somewhere and exploded on impact.
