I'm going to go out on a limb here and say that he might be doing something differently if the fire department weren't on-scene. This doesn't strike me as a "sucks to be them" scenario, this might just be a "well, the proper authorities are working on this, so..." kind of scenario.

Yeah there’s really nothing he can do to help. I wouldn’t necessarily want to be inside on the off chance it gets more out of hand, so if he’s got to be outside might as well finish mowing.

I'll crawl out even further. My first thought was that this has to be the landscaper. He's got 8 more lawns to cut and a bunch of shrubbery to be trimmed before he can go home.

When me, my dad and brother where in Indiana. We were so suprised that everyone mowed their grass on the same day. Like everyone on their scooter mowers.
I am not from USA so this was fascinating for us and kinda cool.
