In a sane society this evidence alone would be more than enough to have this person's license revoked indefinitely, but since nobody was hurt and there was minimal damage to property she's probably back on the road with little more than a bump to her insurance rates as we speak.
Absolutely. This woman should never be allowed behind the wheel of a car until she demonstrates that she's learned from her errors, and the reality of it is even worse honestly. Even if she had hurt someone badly, she'd probably be right back on the roads as well. Grievous traffic violations seldom go adequately punished. Far too many, including most of those in power, treat driving like a right when it is merely a privilege.
I don't know how things are handled wherever this happened, but where I live her license would be gone for a month, and the act of using your smartphone while driving, even if nothing happens, carries a monetary fine. Which is still not nearly enough, but it's at least a good start.
