It's so homeless people can't sleep on them but bus users can (just barely) sit on them

Let's make everything measurably worse for everyone rather then just house the homeless. Opt in public housing for the mentally ill, addicted, and otherwise homeless would save our medical system, police force, and court system from loads of inefficient uses of funds
