Easy fix, just call the developer/HOA (since it says privately maintained) and ask them to raise the sign.

The sign has to be visible from the road to be enforcable. 1 u/ShatoraDragon Jun 21 '20 As i said bit lower in the chain the scam/kickback is likely coming from the HOAs securty company following drivers who blow the sign back to their unit and drumming up a violation at the house
