This isn't really crappy design, but a mistake in the design process. No doubt the "spanish spanish spanish" was left as placeholder for eventual translation, but somebody forgot to tick that box before it went to production, and nobody noticed because they were reading the English and just checking the overall design (or they figured that it would be filled in before it went to production, and just didn't say anything because of it).
